Timetables are an integral part of the agreements. In the printed version, these tables include about 30,000 pages for all WTO Members. On behalf of the European Community (now the European Union), the Decision approves the Agreement establishing the World Trade Organisation (WTO). The “Final Act” signed in Marrakech in 1994 is like a title note. Everything else is linked to it. First, there is the Agreement Establishing the WTO (or WTO Agreement), which serves as a framework agreement. The annexes are the Goods, Services and Intellectual Property Agreements, Dispute Settlement, the Trade Policy Review Mechanism and plurilateral agreements. Engagement plans are also part of the Uruguay Round agreements. Most WTO agreements are the result of the 1986/94 Uruguay Round negotiations signed at the Marrakesh Ministerial Meeting in April 1994. There are about 60 agreements and resolutions for a total of 550 pages.
The WTO Agreements are often referred to as the Final Act of the Uruguay Round of trade negotiations 19861994, although strictly speaking the Final Act is the first of the agreements. The growth of international trade has resulted in a complex and ever-growing primary law, including international treaties and agreements, domestic legislation and jurisprudence for the settlement of trade disputes. This research guide focuses on the multilateral trading system managed by the World Trade Organization. The original Agreement on Trade in Goods, which has now been incorporated into the GATT 1994 (see above) Explanatory Notes (i) The Trade Policy Review Panel (hereinafter referred to as “the TPRB”) is established to conduct trade policy reviews. The objective of the Trade Policy Review Mechanism (MRPP) is to contribute to better compliance with the rules, disciplines and obligations of all Members under multilateral trade agreements and, where applicable, plurilateral trade agreements, thereby contributing to the proper functioning of the multilateral trading system by ensuring greater transparency and understanding of Members` trade policies and practices. (v) The TPRB bases its work on the following documents: Members recognize the need to minimize the burden on governments that are also subject to extensive consultations under the balance of payments provisions of GATT 1994 or the GATS.
To this end, the Chair of the TPRB, in consultation with the member(s) concerned and the Chair of the Balance of Payments Restrictions Committee, shall establish administrative provisions that align the normal pace of trade policy reviews with the schedule of balance of payments consultations, but shall not postpone the trade policy review for more than 12 months. .
